PROJECT | Indigenous Enterprise and Economic Development

Harbinger Consultants has been engaged by the Australian Centre for Entrepreneurship Research, based at QUT, Brisbane, to undertake stakeholder engagement for an exciting new project. The Australian Centre for Entrepreneurship Research (ACE) is Australia’s foremost centre for entrepreneurship research. ACE sees Indigenous led entrepreneurship and enterprise as one important mechanism to help address the economic and social disadvantage of Aboriginal and Torres Strait Islander communities. Under the leadership of Associate Professor Paul Steffens, ACE is proposing a series of research projects to help understand how to better promote, and remove barriers to, Indigenous Enterprise.

The Australian Centre for Entrepreneurship Research is proposing a five-pronged approach:

  1. A quantitative benchmarking study and audit of Indigenous entrepreneurship in urban, rural and remote Australian Indigenous communities, to better understand current levels and attitudes towards Indigenous entrepreneurship in Australia.
  2. A community engagement aimed at recognising promising enterprise opportunities to harness Traditional Knowledge and a research assessment to understand facilitators and barriers to opportunity recognition. These will include urban, rural and remote Australian Indigenous communities.
  3. A series of retrospective case studies to better understand facilitators and barriers for developing promising enterprise opportunities to harness Traditional Knowledge. These will again include urban, rural and remote Australian Indigenous communities.
  4. A community engagement to assist Indigenous enterprises in developing promising opportunities that utilise Traditional Knowledge and a research assessment consisting of a series of longitudinal case studies to understand facilitators and barriers. These will again include urban, rural and remote Australian Indigenous communities.
  5. A pilot study for the establishment of an Australian Centre for Indigenous Science, Technology and Innovation

The exact nature and scope of the project will be determined with a number of stakeholders. In consultation with a range of stakeholders, ACE has developed a proposal that will, in the first instance, result in an ARC Linkage grant in November this year to provide partial funding for this project. The project requires support and involvement from organisations that are willing to provide partial financial and in-kind support for these initiatives.
